Well, technically speaking, if he isn't spinning in his grave Mr. Peabody should be at full mast.

To be fair the wheel is the basic benchmark of (western) civilization. On the other hand, the cave man may have no idea of it's full potential. After all, at this stage in development it could just be an anchor.

Naturally, we're also assuming the axe has been invented at this point. So, the wheel could just as easily be little more than a portable grind stone.
