ICNA: Water's Edge
After becoming the Kanto League Champion and facing off against a Mewtwo corrupted by Missingno., Emp finds themself in Hoenn with no way to return home immediately. With the closest possible boat to Kanto being in Lilycove, Emp, and their new partner Ra, have to challenge the Hoenn league in an attempt to return to Kanto.

Rules: -If a pokemon faints, you have to throw it into the DEAD box
-You have to catch the first pokemon you see in an area (void until first pokeball)
-No dupes. You get only ONE chance to find another pokemon if the first you run into is a dupe
-Only ONE egg is allowed to be hatched
-Nickname all pokemon
-if you find a shiny pokemon in a route you've already caught a pokemon in, you are allowed to capture it. However, if you do, you must release the pokemon you previously captured in that route.

I decided to reread this comic, but suddenly this page is too blurry to read! I know what happens, but i still want to read it :(. None of the methods from above comments have worked for me btw

@Itoshii: And you have to admit, Team Plasma's speeches ARE criminal. Speeches that long and annoying are things we shouldn't have to listen to.

I guess part of me wants to believe that they the leaders sorta knew what they were getting into. I see your points tho, sir jakes, they make alot of sense.

They certainly regretted their actions.

I won't push the subject, but it could be argued that they didn't understand the effects of their goals, such as elimination of coastal regions (like you said) or any delicate ecosystem. Especially for aqua since we need land mass in order to population, as we cant breathe under water. I don't want a rebuttal, just put up the possibility that they are stupid for not realizing that terraforming is very hazardous and can potential kill tons of people on the planet (if not just about everyone). In short: very dangerous, but more stupid than evil.

@Author Jakes: Maybe least evil, but also somehow most fucked up? Cuz if you think about it, even if unintentional, each group were ok with drowning or burning in lava an innumerable amount of people and pokemon.
I always sorta feel like Aqua/Magma aren't given the credit they deserve. Yeah they're doofy, but they were still ok with murder on an absolutely massive scale, Aqua especially, as sea side areas tend to be rather heavily populated.

I suppose one could argue that Archie and Maxie panic and regret their actions, but really only after they realize that their method of terraforming proves too powerful and out of their control.
Iunno, there's my two cents.

While we're on the subject of evil organizations being stupid; I feel the gen 3 bad guys are least evil.
Gen 1: Team rocket is an equivalent to the Mafia: Stealing, Gambling, and maybe drugs (rare candies?).
Gen 2: Still team rocket, but wan to regain their leader again.
Gen 3: Team Aqua/Magma are eco-terrorist that want more water/land but don't understand the consequences of it. Even if they stole some devon goods and submarine, their final goal was to terraform the planet for the (supposive) better.
Gen 4: Team Glactica, or their leader Cyrus, want to DESTROY the world to create a new one. Pretty evil.
Gen 5: Animal Activists this time around, Team Plasma wants people to let go their pokemon so Plasma can steal them. Pretty shady stuff at least. Plus those long-ass speeches are criminal to listen to!
