I muddle the time lines, oh and in this version, there probably is no Ash, at least not yet and that is stuff in Kanto anyhow so that does not matter.
In the anime team rocket is a very big moneymaking organization. The whole idea of stealing random generic pokemon from kids are just stupid. Also clearly they know nothing of science and that is probably a good thing.
Comics are funny that way.

Actually every battle is a bout winning money, you just don't notice this, since you seldom wipe out. It also seems that gym leaders are more or less government employed so it's an occupation. Ergo they should get paid anyhow.

I have a lethal dose of ink, I have the plot, I have the freaking ideas. Yet they kinda fails when I put them on paper plus I'm also quite horrible at precision while inking and my tablet took a nose dive and is on service. So here enjoy a sketchy page. the inked version was just too shoddy.

Considering the state of affairs, I'll just paint the dang pages with a calligraphy brush and a solid dose of ink. My Intuos is undergoing service and I really want to continue this story.

Enjoy, drawn with ink, ink and more ink, taken with a camera under shitty light. Anyhow it will be awhile until I get my intuos fixed so I have to make do with ink and brushes
