Comic Page coding issue

Was working on coding a new layout and everything is going fine until i get to the Comic page.I usually just use the default code but i wanted to do something a bit different this time. My issue is that i'm trying to make the user/author comment box look as close to possible to what i made in Photoshop. And to have the Average Rating text over the rate icons. Below is a mocked image of the effect i'm trying to achieve. Please excuse the choppiness of it.It needs more tweaking.

It seems like a simple div id problem but i can't seem to get my design to look exactly like i want it to.Its been too long since i've played with css and this is driving my crazy. Any help would be appreciated.

And how would i put a 5px border around everyones' avatar that would resize itself no matter the size of the picture?
