Paint.net. You can do all the things MS Paint can do (once you turn off antialiasing on brushes) and you do all the fancy effects that sprite comics are pretty much required to have now. If you can't use that, get GIMP. Same thing, but the interface is different.

Robybang is right about Paint.Net, but PdN's resizing is horrible.

Use MS paint still.

I always use PowerPoint and GIMP for my comics' special effects.

That's a joke, right?

Don't discredit a program you don't know how to use.

Don't use MS Paint. Ever. Use Gimp. Use Paint.Net. Use Photoshop. Just about anything is better than MS Paint. MS Paint has no support for plugins, and it's extremely primitive.
It takes a special person to know how to make great stuff with MS Paint. It also takes time. Somebody who's trying to do Sonic recolors doesn't want to take too much time, I'd imagine.

It is not a joke.

I use MS Paint for resizing and general layout, but I use PdN with special effects and text boxes.

It's quite simple, really... But I do use MS paint for resizing and general layout because:
    I don't use much programs
The resizing on PdN sucks. If I go to use Resize with the right setting, it resizes the whole page. If I hand resize, the hand resizing is horrible

You cannot rely of Gimp, PdN, or Photoshop forever.

Again, I can't really take you seriously. It's your problem that you don't know to use the program.

Don't blame the program for a mistake you made. The hand-resizing done on Paint.NET is no different than MS Paint's. It'd better, might I add. So long as you know what you are doing, it is pretty impossible to mess up while resizing. If, somehow, you still can't resize stuff correctly, I'm all but certain there's a plugin that can do it for you.

OK late reply but why? PowerPoint is good for 3D rotating and special text. To insert everything I could just paste the place where I want to insert the stuff in PP then put whatever I want in it and paste it back on Paint. Why are you trying to stop me?

I tried Powerpoint. It's not a comic program.
